c7 is also called c dominant 7th.

c7 = 1-3-5-b7
c Maj 7 = 1-3-5-7

7 is the only number with this system which automatically means the lowered* seventh. 6 means 6, 4 means 4, 13 means 13, but 7 means the lowered* seventh, unless maj7 (major 7) is specified.
